A punishment should be a final last resort, if you punish a polayer it shows they simply don't get it, punishment, I feel, will more than like aggrivate the problem than solve it. If you can't reason with the individual, punishment isn't going to fix that it's simply going to drive them to quit, start drama or simply not enjoy themselves. None of these outcomes are desiurable so I urge DMs to simply talk to them, during the session, maybe after, maybe in a simple email afterwards. The goal is to keep the game on track and not hurt anybodies fun.

What do you do when the GM is not keeping the peace, and the players are crossinig over so many boundaries, and their actions go beyond the game room, board room and their uncontrolled actions are inflicting harm to others? What if the GM is let's say, a JUDGE and the players are lawyers in, lets say, a custody case.....and the "child" loses because the GM (judge) lets the "games begin" and loses sight completely of the ultimate goal........innocent children, and the players main objective is, well, the game....and winner take all.....

A tricky aspect of this is making sure one has the right measure.
I've noticed in myself, and other GMs that "misbehaving" can be sort of cumulative, straws on the proverbial camel's back. When the back breaks, the last person goofing off may get the lion's share of blame. And this seems unfair, and often out of the blue (why I am getting yelled at when everyone else is doing the same thing?).
So, it if probably wise to start off small, and work up to more clear rebukes.
